Illegal Low Block during a scrimmage kick down
« on: September 29, 2017, 05:10:02 AM »
A 4th and 18 at their own 35 yard line.  They punt and during the kick B-4 blocks gunner A-21 below the waist at the 50 yard line. B-24 catches the kick at the B-35 yard line and returns the ball to the 50 yard line.  During the return, B-4 blocks A-21 below the waist (again) at the B-40 yard line. After the ball is dead, A-21 retaliates with a hard block in the back and B-4 ends up face down on the turf. Lots of flags down and we have to work to quiet things down.  What is the enforcement and what enforcement options, if any, should we offer?

Seems to me there two options (other than declining obviously).

B: 1/10 B-35 (PSK for the foul during the kick) or B: 1/10 B-40 (for the foul during the run after the kick) at A's option.
USC for A21, counting to his DQ.

Agreed, and I wouldn't even give any options here unless the game clock expired during the down. B 1/10 B-35 is the obvious choice.

No argument with Kalle and #92.
However, depending on game conditions, A-21's foul may need to be considered flagrant (personal foul rather than UNS), and he is disqualified now.

Wait

So it's B 1/10 @ B-20

PSK is B-35 and we enforce 15 (BBW) from there, right?

You may have forgotten to enforce the dead-ball personal foul by Team A - enforced from the spot where the penalty for the accepted block below the waist leaves the ball, which puts the ball up to the B-35.  B, 1/10, B-35. Snap (25).

Hold up, folks. It's possible NCAA and NFHS rules differ here, but I would be kinda surprised.

The OP says the foul occurs during the return - i.e., after the kick ended. So I expect that PSK doesn't apply - all we have here is a simple foul by the team in possession during a running play. Foul is behind the end of the run, enforce from spot of foul, marching off from B-40 to B-25. Then enforce the dead-ball foul against the kicking team (with DQ if flagrant), bringing us back to the 40. B 1/10 @ B-40.

There were two fouls for blocking below the waist by the receiving team, one during the kick, and one during the run back.  The one during the kick is PSK, and is a greater penalty than the one during the run back.  So, it will be accepted.  Then the dead ball foul by A is enforced, netting back to the B-35.

As I tell my students all the time, it usually works better if you read the question thoroughly.  :-\ Thanks for setting me straight.

That's why we work in crews.  We must have each other's backs.  Lord knows I need support.
