Foul at the end of 2nd qtr

Can a PF against team A, on the last play of the half, be carried over to the kickoff of the 3rd qtr?  It was not a scoring play, just a PF for a hit a long way away from the ball.

If it is a live ball foul against Team A, accepting the penalty would mean another play for Team A.  If you deemed the foul to be a dead ball foul, then it would carry over to the 3rd period.

This is a live-ball foul, 15 yard penalty, and gets the 3 & 1 enforcement from the Basic Spot, in the extended period (not the next period), if accepted.  That would apply to live-ball fouls by either team.

Even if Team A scored, the penalty would not be able to be "carried over" to the next period, since it would be a foul by the scoring team ("carryovers" of penalties for live-ball fouls only applies to non-scoring teams).  Team B will almost always decline this penalty, end the period, and go to half-time.  Team B could accept the penalty, and have the period extended; but, it would be a most rare circumstance when they would do that.

Putting the shoe on the other foot, if the foul were by Team B, Team A would almost always accept the penalty, and play another down in the extended period (but not the next period).

Yeah, in your scenario, a team gets away with a major foul.  That happens, once in a while.

If the foul was a live ball foul, if accepted, there will be an untimed down. If the foul was a dead ball foul, it will be enforced on the succeeding spot (the next half's kickoff). Don't make it harder than that as there are NO other options. Obviously, any penalty may be declined though I don't know why a team would ever decline a penalty in this situation.

Obviously, any penalty may be declined though I don't know why a team would ever decline a penalty in this situation.

If I’m Team B, and the penalty would give Team A another play, I’m declining and going to the dressing room for halftime. Always.

How about a live ball foul followed by a dead ball foul. What are team B's options? ::)

I wasn't clear but by "this situation," I meant dead ball foul.

Also, if Team A scored you wouldn't want to decline it. Another situation that presents a bit of a conundrum: a few seconds until the end of the half, Team A has 4th and 10 from their own 5. They punt but A66 holds; on the return, B45 blocks A33 in the back at the A30. B does not score and time runs out on the play. B can decline the hold and take the ball for an untimed down BUT A can also decline B's penalty which means the play stands. If both penalties are accepted, we replay the down. What do you do?

The dead ball foul is independent and will be enforced (if accepted) on the 2nd half kickoff. The live ball foul will be accepted or declined and enforced accordingly.

If team B accepts the penalty for the live ball foul, I think the succeeding spot, where the dead ball foul penalty would be enforced, is the spot where the ball will be snapped after the live ball foul penalty enforcement. Only those dead ball fouls committed after a touchdown and before the ready for play for the try may be moved over to the next succeeding spot.
