Happened in a scrimmage.

Kickoff went over the kick returners and rolled to a complete stop at the 1 yard line. Ball came to a rest for a fraction of a second before return man caught up to it and attempted to pick it up. He muffed it and it then hit the pylon.

Touchback and place at the 20, 1st and 10?

That would be the ruling if the ball never came to a complete stop.

That would be ruling even if ball did completely stop.  Kicked ball is only dead when it is completely stopped and no one is attempting to recover it.

Remember, guys, 6-2--7 : "...or becomes dead inbounds between the goal lines while no player is in possession..." only applies to scrimmage kicks. A free kick should be treated more like a fumble and allow a team to recover.

On kicks, force only matters going into K's end zone, not R's. It will always be a touchback if a kicked ball breaks the plane of R's goal line.

A kick is a kick is a kick is a kick is always a kick

UNTIL it is

a) caught, or
b) recovered.

This kick was never caught or recovered, as a muff is neither a catch nor a recovery. Therefore, it is still a kick, and kicks that reach the goal line are always touchbacks.
