2018 Case Play question

4.2.3 Situation: K's ball, fourth and 12, on R's 45 yard line. K8's punt is rolling on R's 16 when a inadvertent whistle sounds. R76 blocks K84 in the back on R' 22 yard line during the down prior to the whistle. RULING: By rule, an inadvertent whistle during the kick (loose ball play) and declination of all fouls, stipulates a replay of the down. However, if the penalty for R's illegal block is accepted, the penalty is enforced from previous spot and K will replay fourth down, fourth and 2 from R's 35 yard line.

My question is if K accepts the block in the back, which occurred during the kick, wouldn't that fall under PSK enforcement? The kick didn't end until the inadvertent whistle sounded while the ball was still rolling at R's 16 yard line. The block in the back would be enforced from the 16 under PSK rule, half the distance, R's ball first and 10 from the from R's 8 yard line.

In my casebook, 10-4-2c is a pass play.  This same play is addressed in 4-2-3e where if the penalty is accepted, it is enforced from the previous spot and the down is replayed.  If the penalty is declined, the down is replayed.
Remember the 5th point of PSK, R must be the next to put the ball in play.  Since the kick did not end before the IW, R does not get possession.  Therefore PSK does not apply.

In my casebook, 10-4-2c is a pass play. 

If you will note, the rule reference above is from the Rules Book and not the Case Book.

Correct, while one might be able to estimate where the rolling kick was when the eager tweeter tweeted, one could only guesstimate where an airborne kick was at the tweet. Need to enforce from previous spot w/o PSK.

No PSK on IW's.  This is because we don't know who ended up with the ball at the end of the down, since we prematurely ended it with a whistle.  Therefore, it defaults to normal all but one.

True. Coupled with the basic fundamental that a loose ball is always in possession of the team who last possessed it, we can accurately deduce it belongs to K at the previous spot.

By rule, a ^flag takes precedence over an inadvertent whistle. IBB (illegal block in the back) is a 10-yard penalty, which will be enforced from the previous spot, resulting in 4th and 2 for Team A from the B 35.

A kick does not end until the ball is possessed or the ball becomes dead without player possession (e.g. after a first touching on a scrimmage kick with no R players in the vicinity). Since the ball was not possessed, and PSK enforcement requires that R have possession at the end of the play and will next put the ball into play, PSK provisions do not apply.

Thanks all for replies, SCline cleared it up for me in first reply with reference to rule 10-4-2c. Between over thinking and not reading rule book a little more thoroughly I missed that one.
