RULING: By rule, an inadvertent whistle during the kick (loose ball play) and declination of all fouls, stipulates a replay of the down. However, if the penalty for R's illegal block is accepted, the penalty is enforced from previous spot and K will replay fourth down, fourth and 2 from R's 35 yard line.
My question is if K accepts the block in the back, which occurred during the kick, wouldn't that fall under PSK enforcement? The kick didn't end until the inadvertent whistle sounded while the ball was still rolling at R's 16 yard line. The block in the back would be enforced from the 16 under PSK rule, half the distance, R's ball first and 10 from the from R's 8 yard line.
