Knee pad rule

What am I missing? I noted this in the Penn State-Kentucky game. I recalled this new rule for 2018. Isn't the coach supposed to certify that the uniforms meet the rules. Noted the same thing in other games. If those things on the players legs, just below the uniform, aren't knees he needs to see a Dr to get that taken care of.

d. Knee Pads. Knee pads must be covered by pants. Furthermore, the pants and
knee pads must cover the knees. No pads or protective equipment may be
worn outside the pants.

Knee pad rule seemed to have gotten more laxly enforced as the season went along...

That's what I surmised, but since it was a Major revision for 2018, and is player safety related, I figured there had to be something else going on.

And we saw plenty of it in the Alabama/Oklahoma & Clemson/ND game as well. Most skill position players did not comply either.  And we also saw plenty of it at the recently completed Texas UIL State High School Championships as well.

That's what I surmised, but since it was a Major revision for 2018, and is player safety related, I figured there had to be something else going on.
I’ll submit that safety had nothing to do with the rule change. It was just a way to get players to stop wearing shorts and that was accomplished.

Every college game I attended had multiple players without knees even close to being covered.

I hate being fashion police.  We did send multiple players to the sidelines this year to correct their uniform problem.

Yeah, it was a fun year... We were strongly encouraged to be picky and my crew tried. Its tough when late in the year they are still doing it. Either others aren't enforcing or the players just don't care.

Two instances that should have helped the teams learn: H sent out a player coming in for the first offensive play... turns out it was the starting QB. I sent out a DB, team didn't sub fast enough, and the offense scored a TD taking advantage of the gap in coverage. Yet we had both teams later in the season and still issues.

You allowed play to continue with 10 on defense after sending #11 off for equipment violation? That’s not right. Simply hold up the snap until they have 11 and if play clock runs out charge defense with delay of game.

That's what we do too (if we see it just before a snap, we tell them immediately after the play they have to leave, like this instance), but sometimes the players are quite slow either leaving or subbing back in.

We were told there's no rule support to slow up a no-huddle offense because the defense isn't properly equipped. That could put the offense at a disadvantage due to no fault of their own... hence no DOD. Not saying I like it necessarily, but that is the rule and what the supervisor wants.

The moment we instruct a defensive player to leave for an equipment issue, have we already enabled that player to disrupt a hurry-up offense?

What would you do if:

1) You tell B11 to leave for a kneepad violation and he says "okay" and then strolls toward the sideline rreeaall sslloowwllyy
or even
2) You tell B11 to leave for a kneepad violation and he says "no" or he "misunderstands"

I guess your options are...
a) immediate UNS
b) immediate DOG
c) prevent the snap until B11 leaves, with an eventual DOG if he doesn't leave in time, but if he does leave in time, then team B has successfully defeated the hurry-up offense

The pants in the original post are pretty close and much better than the shorts they were trying to replace. I would try to get him to pull his pants down to cover better, but that's not enough in my mind to make a big issue.
