Rule 10-2-5-a and non-PF/USC 15-yarders

There is a discrepancy in rule 10-2-5-a-1 and -2, as it leaves open the question of non-PF/USC 15-yarders (KCI, DPI, etc). Are these to be declined by rule or can they be enforced from the succeeding spot?

Neither. They don’t fit into either exception, so they are simply enforced by rule. Take the result of the play (score) or enforce the penalty as you normally would (no score).

Can you give a play situation where the scoring team might want to decline the score and take the penalty?

Never mind, figured this out. All of the other fouls are non-basic spot enforcement, so there is no need to have an exception for scoring plays, where there is no good basic spot.

Team A leads 28-27, 1:40 (4), 3/10 B-25, Team B is out of timeouts.

Team A scores a TD and on the play there is DPI.

If Team A takes the TD, they will have to kickoff to Team B. If they take the DPI, they will have a first down and be able to run out the clock.

Kinda interesting that if we substitute a PF/USC (and a running play) to DPI, team A does not have the same option.

A team can always decline a penalty if they want.  If you need rules support for that statement look at 10-1-1 (a)

The issue here is not a team wanting to decline a penalty. It’s actually about a team wanting to accept the penalty and decline the score, but not being allowed to in some circumstances.

I understand now.  When I looked at it quickly, I thought it was just a simple declination.
