Team A foul in the EZ

1st and 10 at the A5 yard line.  A-8 is in shotgun formation and catches the snap 3 yards deep in his own EZ.  Running back A-21 who is next to A-8 attempts to block blitzing LB B-58 and clearly holds him in the EZ so we have a flag down in the EZ.  What are the possible results of:

a.  A-8 immediately tucks the ball away and runs until he is downed at the A26 yard line.

b.  A-8 tosses a backward pass to WR A-81 who has come around behind him and runs until he is downed at the A26 yard line.

c.  A-8 throws a forward pass to WR A-81 who catches the ball at the A10 and runs until he is downed at the A26 yard line.

In A and B, the Basic Spot is the end of the run, the A-26.  In C, it is the previous spot, the A-5.  However, the Enforcement Spot for A,B, and C is the same — the spot of the foul.  Since this spot is in A’s end zone, the result is a safety in all three scenarios.

So is it safe to say that these plays all qualify for the "but-one" part in the all-but-one penalty enforcement process?  ie: a foul by the team in possession at the end of the down behind the basic spot?

Agree with the enforcement, but I differ on Play B.  The OP implies the holding foul happened prior to the backward pass.  This would make the foul part of a “Loose Ball Play” as well.
