Team A foul behind the LOS

1st and 10 at the A15 yard line.  A-8 is in shotgun formation and catches the snap at the A7 yard line. Running back A-21 who is next to A-8 attempts to block blitzing LB B58 and clearly holds him so we have a flag down.  What are the possible results of:

a.  A-8 immediately tucks the ball away and runs until he is downed at the A26 yard line.

b.  A-8 tosses a backward pass to WR A-81 who has come around behind him and runs until he is downed at the A26 yard line.

c.  A-8 throws a forward pass to WR A-81 who catches the ball at the A19 and runs until he is downed at the A26 yard line.

Penalize half the distance from the spot of the foul in all instances above.   (10-6)

All but one principal.  (NCAA 3 + 1.)

Unless otherwise listed in Section 4 and 5, a penalty for a foul occurring during a play is enforced from the basic spot with the exception of a foul by the offense which occurs behind the basic spot during a loose ball play or running play. This particular foul is enforced from the spot of the foul.

GHSA nailed it. The rationale of our "all-but-one" principle is that A's foul may have allowed the gain. I, as many others, feel it is both simple and fair and have voted down several proposals to enforce SOME such fouls by A from the previous spot.  EXCEPTIONS would be needed for intentional grounding and fouls in A's end zone. EXCEPTIONS are not very popular in the NFHS.
