ABSOLUTELY, "If your state has decided
not to enforce the rule", YOUR STATE is setting you up for unnecessary trouble. Remember
YOU get to decide what, "profanity, insulting or vulgar language or gestures" rises to WHAT level of needing immediate correction, so the level of correction applied should be consistent to EVERYONE.
Ignoring, tolerating, allowing such behavior is ONLY going to encourage retaliation and/or escalation which
YOU are going to be responsible for handling.
