USC Vs. Notre Dame Game

At our meeting last night we watched a film clip of that game. At the end of the game USC lines up for an on-sides kick. Notre Dame HC is on the field near the 9's during the kick! There was NO Flag . There were 6 officials up for the kick and I guest no one saw it ? If this happens in our game would this be a UNS on the HC?
