1)  That close and he's making no attempt, rule it a touchback.  Can't tell from the angle if there is doubt or not.
2)  Having only worked one 7 man game in my life and not knowing the mechanics, who has the actual responsibility for the goal line?  The official on the pylon or the white hat?
3)  A very serious crew discussion needs to occur ASAP.

1) I agree.  He pauses like that with it being that close, kill it for a touchback.  If he ran it out, I'd probably let it go if I knew for 100% sure he caught it in front of the goal line.  R needs to wind the clock to show what he's ruling.
2) The R and the pylon official box the play in and either can rule on it.  Looks like the opposite wing is either echoing the near side wing or he saved the crew himself.

Let's not show people how smart we are-and when in doubt, fall back on our "when in doubts".  Make this a touchback every time

Either the WH saw it one way and the player and upper pylon official saw it differently or the WH froze and the pylon official bailed him out.   I don't think the "when in doubt" rules of thumb really apply here in this situation.

I’m not sure the R made *any* decision, since he neither signaled TB nor wound the clock.  That said, I don’t see how it’s physically possible for the ball not to have broken the plane of the GL.  The R player has both feet in the EZ, and brings the ball into his body.

I’ve got a TB on this one.

I thought I saw the WH throw a bean bag. Maybe not. Regardless, I'm with the rest. Rule this a touchback.

It appears the White Hat had a senior moment as he gave no signal whatsoever.
In NFHS play the ball either either broke the plane (S7) or it did not break the plane (S2)

This play is close and the return man gives himself up, so, simply Signal Touchback and sell your call!

i believe it is a touch back because the ball broke the goaline when it was caught.

That would indicate that he ruled the ball was possessed at the 1 and momentum carried R into the EZ.  If so, he should have wound the clock, which would have let the officials on the pylons know what he ruled.

And now we have an apparent IW.  R can take the ball at the R1 (not likely) or opt for a rekick.  Either way, ruling this a TB is certainly the lesser of the evils.  Neither team is likely to complain.

Mechanics question:   Assuming this was a 7 man crew because of the R in the middle.   Why was he not on the end line?   This should never be his call on a 7 man crew and if it was a five man crew, it would be his call from the sideline.   

He did not have a senior moment he had a total Mechanical Breakdown. 
1) Not on the end line.
2) He dropped a beanbag when it should have been the wing's responsibility.
3) Did not wind the clock when he dropped the beanbag.
4) He did not have a pow-wow with his wings before declaring a touchback.  (If the other wing saw what he saw, it should have been an IW and replayed the kick.)

I agree that he took the easy way out but mechanically there was a lot of bad things happening on that call.

1. What benefit is him being on EL, NCAA 7 man yes I agree. NFHS no reason to not be on GL because it’s a touchback as soon as it breaks the GL.

2. The GL is R for momentum TB, unless it’s a pylon play then it’s the wings, again NFHS 7 man mechanic.

Although probably not his call my opinion is the wing saved the crew by calling TB on this play.
