I'm missing something here. Is there verbiage in the new rule (3-6-1a(1)e EXCEPTIONS 2 and 3) where this will be used after a certain point in the game. Example: Inside of one minute of either half. Or are we to use this throughout the game? I was listening to a webinar from a St. Louis officials webinar where their rules interpreter stated inside of one minute. I just can't find the text. 40-Second Play Clock Clarification [3-6-1a(1)e EXCEPTIONS 2 and 3 (NEW)]To eliminate a potential timing advantage gained by the defensive team, the rules committee approved the play clock being set to 40 seconds when an officials’ time-out is taken for an injury to a defensive player or a defensive player has an equipment issue.


25-Second Play Clock Clarification [3-6-1a(1)f (NEW)]Following a legal kick when either team is awarded a new series, the play clock will be set to 25 seconds.

To expand on HLinNC's  post, and, answer your question, "NO" there is no specific time, rather,  it is all the time.

At ANY TIME during the game a defensive injury or a defensive equipment issue occurs,
the play clock SHALL be reset to 40 and start on the White Hats RFP.
