You could let that good. Looks like he forgot his own snap count and his movement backwards was smooth. There was targeting on the return by 13. he lowers his head.

I disagree, since you can have one player in motion going backwards or parallel to the line of scrimmage, I didn't see anyone else moving at the time of the snap. I do agree he probably was moving backwards expecting a earlier snap, but since you can have one in motion (backwards or parallel to the line) I do not have a flag. Maybe you could argue the running back had moved and was not set for a full second and then if that was you interpretation then you could flag for illegal motion. I would do a little preventative officiating after the play and let the QB know had anyone been in motion when he started moving back he would have been flagged.

The offense does not gain any advantage because of the QB's motion.

I am more likely to tell the QB to make sure his RB is set a full second, but in truth it is the RB who should be better coached to get set.

I do not have a foul.

with out reading any responses I am going to say this is not a false start.  My reasoning is the quarterback is in motion and you can have one player in motion at the snap if everybody has been set for 1 second.

my understanding is that everybody was set for 1 second that there can be somebody in motion at the snap?  so no illegal shift.....
