So help me understand...

How this works:
EXCEPTION:If the game is interrupted due to weather during the last three minutes of the second period, and the delay is at least 30 minutes, the opposing coaches can mutually agree to shorten halftime intermission, provided there is at least a one-minute intermission (not including the three-minute warm-up period).

My take is we finish the second quarter when it’s safe to do so, then instead of the normal halftime, we take a minute, then a 3-minute warm up? OR, do we take the three minute warm up before we finish the quarter, then take the one minute halftime and then kickoff fro the 3rd quarter?

According to 3-1-7, the 3 minute warm-up cannot start before halftime has expired.
"immediately after the halftime intermission expires". 

If this is incorrect, Ralph or KWH will correct my post.

I would assume that would be the case as well.  However, it’s going to be kind of redundant, because after a 30 minute weather delay, both teams are going to want to warm up. Then we are going to play for less than 3 minutes, take a one minute break,and then give them the opportunity to warm up agiain before we kickoff for the second half. I imagine we will have a bunch of players and coaches standing around watch8ngnthe clock, waiting on us to tell them they can play again.

Just remember, there is no requirement that they warm-up during the 3:00 warm-up period.  The HC just has to have them on the field.  They can all stare at the sky if they like.

Essentially its a 4:00 halftime since they really don't have time to go anywhere.

NFHS 3-1-7 states, "The game officials are responsible for ensuring that there is a 3-minute warm-up period [b]posted on the game clock and the game clock immediately started for use by the coaches after the halftime intermission expires[/b][/i]...." It is NOT the game officials responsibility, or function, to determine how team coaches choose to use that 3 minute interval.

Thanks Al, but I know the rule. It just seems rather silly and unnecessary to provide a 3 minute warmup to players who have warmed up less than 4 minutes earlier.

Don’t forget that coaches can mutually agree to shorten quarters.  They might agree to simply forego any remaining time in the second quarter, have the halftime during the delay, and include the 3-minute warmup during the extended warmup period to follow.

Yes, this is true. I assume the onus for making that decision would be down/distance/ field position of the team in possession at the time. If they were closing in on a score, A might be reluctant to shorten the half. They might want that remaining time to try and punch it in. However, if they were deep in their own territory, they might welcome a fresh start.

I agree that practically, yes, this could happen. However, *by rule*, are you allowed to have halftime during the weather delay? The whole sticking point with this change (and previous years interpretations) was that you cannot get rid of halftime -- even if there is a weather delay.

This is a moot point with the rule change, since you'd give teams a chance to warm up after any delay, regardless of relationship to halftime -- make it at least 4 minutes and you're within the rules.

Remember, "when all else (common sense, unique circumstances, etc.) fails", It's helpful to know, follow and when necessary explain the RULE.  NFHS: 1-1-6, doesn't necessitate agreement, but it does require compliance.

I wasn't the sponsor of this rule change but I was the ogre that caused it. At our 2018 NFHS meeting I shared an event from the previous season and for opinions. There was a mixed response that triggered me to write a POE for the 2018 Officials Manual that later evolved into a POE in the 2019 Rules Book. The "event" went as follows...….

(1) 1:30 left in 2nd period, tie game, home team @visitor's 10, Thor -the god of lightning - arrived;

(2) everyone runs and hides;

(3) AD shows up in our locker room;

(4) He announces : "I'm calling this halftime, so when we resume we'll finish the 2nd period and move right into the 3rd  8] ";

(5) I responded : "BY RULE, with mutual agreement of the coaches, we could shorten the half to 10 minutes or consider the 2nd period ended and consider this the half." 8]

(6) He replied : " NOPE, this is the way we did it in Florida - I was an AD down there for 20 years - and this IS the way we're we will do it today." >:(

(7) I rebutted : " YOU left Florida when YOU crossed the Georgia line, and WE'LL do it by the rules  :puke:!"

….We finished the 2nd period, which took 10+ minutes with 2 TDs on a hot Saturday afternoon, followed by a 10 minute halftime and 3 minute warmup. I felt good about my decision as I felt the kids needed the halftime break. With the rule change, we could now do it the way of the former-Florida AD. He may be back there, as he's not here anymore.

Two years ago, my alma mater decided to move a mid-September game up 24 hrs to try and beat Hurricane Florence.  An unrelated storm cell ended up dumping torrential rains on the game in the 2nd quarter.  At the 4:20 mark, a lightning delay was called that lasted an hour.  The home team was up 27-0.

A confab was held by game admin and the visiting team.  Out of the meeting it was thought that the visitor's had agreed to shorten the 2nd quarter and that the lightning delay would be considered halftime.  When the visitor's returned to the field for, ostensibly, the 2nd half; they either reneged on the agreement or feigned ignorance of what had been discussed.  The game returned to the 4:20 mark in the 2nd qtr.

The scene was described to me as "We all looked like drowned rats."
