3rd down punt blocked

K quick kicks on 3rd and long. The punt is blocked and recovered behind the LOS by K.
4th and long for K?

yes, 4th and longer.  Since R never possessed the ball, K does not receive a new set of downs, it's essentially treated the same as a fumble.

R doesn’t have to possess it to be able to award a new series. To award a new series, a legal kick has to be touched by R beyond the NZ. This is also different from a fumble in that, if the blocked punt goes oob, it belongs to R.

A new series could also be given to K if they had taken the ball and reached the line-to-gain

Wouldn't it have to be touched by R, recovered by K, beyond the line to gain, to award a new series?

No. If a legal kick is touched by R beyond the los, a new series will be awarded to the team in possession at the end of the down. No matter where that possession is in the field of play.

Not if K recovered the ball behind the neutral zone, which they can regardless if R touched it or not, and then advanced the ball to the LTG.  The ball remains live if K recovers there and can be passed or run beyond the LTG, or they can re-kick.  The only benefit of R touching it first is then K gets a new series without advancing the ball.

5.1.3 SITUATION C:

Fourth and 10 on K’s 45-yard line. K1 punts the ball beyond the neutral zone. R1 muffs the ball back behind the neutral zone where K1 recovers and: (a) falls on the ball at K’s 40-yard line; or (b) throws a forward pass to K3 which is complete at the 50-yard line and R1 interferes with K3; or (c) K1 punts the ball and R1 fair catches at his 30-yard line.

RULING: Since R1 touched the kick beyond the neutral zone, it will be first down for the team in possession in (a), (b) and (c). In (a), it is a first down for K at K’s 40-yard line. In (b), the pass is legal as there had been no change of team possession. If K accepts the penalty for pass interference, it will be K’s ball at R’s 40-yard line. In (c), the second punt is legal as there had been no change of team possession. The ball belongs to R first and 10 on its own 30-yard line. (5-1-3f, 6-2-1, 7-5-1)

Just realized this in in federation topic section- is this an NHFS rule or NCAA?  I can't pull my rule book up right now, working on other work stuff but if it is NCAA don't tell me where, I want to find it to make sure I get it right.  I always forget to check where I am posting LOL
