How much time to put on play clock

During a play a flag is thrown for a 5-yard face mask.  When the play ends, a member of the defense is lying hurt on the field.  It takes several minutes for medical personnel to remove the injured player.  When that is accomplished the Umpire and Referee walk off the face mask penalty.  Now, how much time should be put on the play clock before the referee winds the clock?
25? Because of the penalty?
Or 40 because of the injury to a defensive player? (The new rule 3-6-1a(1)f(NEW)

We are talking about two events that BOTH occured within the live ball.  Are you saying we have to determine which occurred first?  That seems ridiculous. 1-2 of the crew may have seen the player injured first and never had seen the flag.  They stopped the clock for the injured player.  There HAS to be a better answer than that.

You asked a question, I answered it.  If you don't like the answer, that's your problem.  No matter what got noticed first, the penalty will be administered.

The better answer is, go read 3-5-7 i and 3-6-1a 1 (e)

Sorry, but no. HL is correct. In reality, both are official time outs and the penalty takes precedence.  We also have to take into account the intent of the new defensive injury rule. It was put in place to keep B from cheating A out of time. This is impossible in this situation because even if B wasn’t injured, the play clock would reset to :25 because of the penalty.
