Penalty at the end of 1st half

While attending a Louisiana High School football game, home team QB #2 scrambles around game clock goes to 0:00 then QB #2 completes a forward pass to OT #71 who scores a touchdown.  Ruling IDP #71 (Ineligible Downfield on Pass).  Visiting team declines the IDP and Half-time starts.  Question with IDP beginning declined would the result of the play be a touchdown?

There would be two fouls on the play by the same player (Offensive Tackle), ineligible receiver illegally downfield which is a 5 yard penalty from the previous spot, and illegal touching which is a 5 yard penalty and loss of down from the previous spot.  It would sound as if the defensive team chose to accept the illegal touching as there is no replay of the down and half-time would start.

Would 71 still be ineligible downfield, if the LOS was the 2 yard line?  How does that work, with the goal line? 

Illegal touching (7-3-11) would still apply, if the ball was thrown to him.  Just wondering how, in that scenario, what happens if he were to drive a defender more than a few yards deep, and pass thrown to another eligible player.

Something is missing here. B had to have accepted illegal touching which carries a LOD therefore no untimed down.

Ref gave the following signals in this order S37, S10, & S14

You either missed S16 or the R forgot to give it.  If A71 caught the TD pass, it was obviously Illegal Touching.

Which is loss of down which is why the half was over.

Couple of things could have happened here.
He could have given the wrong signal, meaning illegal touching and signaled ineligible downfield. 
He could have been signaling the score is cancelled with S10.
He could have been mixed up and thought ineligible downfield was lod.
At any rate, in the end it all worked out if A didn’t get the score and the half ended.

Another question for the purists. If this happened in your game, would you mark off the penalty in this situation, give the signal and then end the period? Or forego the demonstration?

No mark off.  I’d have the U nearby with the ball.  After signaling Illegal Touching and LOD, I’d then hold up the ball to mark the end of the half.

I would only add that "Hold up the Ball" is S14

S10
S16
S9
S14
There is no walk off as the half is over by rule.
