By Rule this penalty is declined?

Pittsburgh game the other night, there is an illegal formation on A and roughing the passer on B. Ref says by rule the IF is declined. First down Baltimore (A). Kinda strange!

Well, a 15-yarder is more severe than a procedural five-yarder, so I can live with that. Kinda weird that such cases fully cancel in NCAA/NF.

While these penalties offset in both NCAA & NFHS, I believe  only the major penalty is enforced when paired with a 5 yarder.

Yes!
In the NFL, in a 5 vs. 15 situation, the rule is; they throw out the 5 and enforce the 15!
