Illegal Motion

At the snap A25 is illegally in motion. A19’s pass is intercepted by B35, who returns it for a touchdown.
Where is the penalty enforced from and does Team B need to declin the penalty to keep the score?

Team B must decline this penalty to keep the score because the penalty occurred before the change of possession.

Easy to get the sequence here, but extremely important to make sure when there is a foul on a COP play to note when the foul occurred.  Not good times when as R your fellow official comes in with a foul and didn't realize that there was a COP and doesn't have the timing of the foul.   ???

Great point. Timing is critical on many plays. Scrimmage kick is another example. I have to constantly remind my guys that if they have a flag on a punt, I HAVE to know exactly when it happened.

The rationale of our bridge rules (AKA..no foul should go unpunished) is to prevent the scored upon team to cheep shot an opponent before the score, knowing the scoring team would need to decline the penalty to keep the score. IF A's foul occurred PRIOR to the COP, the fouling player would have to be a fortune-teller to know what was coming.
