Live ball /Dead ball fouls

A88 scores a touchdown commits a USC penalty after the score during the play A had a liveball ineligible down field. The crew administered the 5yd ineligible and ignored the USC call after the score. Shouldn"t have both penalties been administered on this play 5/15 20yds replay the down?

Yes, live ball foul(s) first then dead ball foul(s) from the succeeding spot in order of occurrence (if multiple DB fouls). See 10.1.4
