KO recovered on 1YL; Momentum into EZ

Kick-Off.
R is playing short and ball is grounded behind them in field of play.
R retreats toward his own GL and CLEARLY recovers ball at R1YL while his momentum takes him into EZ - beanbag down for possible momentum ruling.
As R begins to run the ball out of his EZ, the Referee blows whistle and rules Touchback.

I know what should've happened, before and after the whistle, but looking for comments.

I have to assume the R saw a bobble.  Otherwise we have an IW.

He better sell the bobble too.

No bobble; clear recovery. In fact, after recover, player actually planted foot to cut left still in field of play.
Covering sideline official was only a few yards from player and clearly bean bagged the spot (Ref was, as usual, middle of field 20ish yards away).

Maybe this isn't what you are looking for (sounds like you already know this?) but I think that's a re-kick based upon the inadvertent whistle, assuming R wants that instead of taking ball at 1YL. NOT a touchback if it was clean.

Just highlighting a somewhat uncommon scenario so the many newer officials who view this board will have thought of it in advance.

Bean bag spot of possession in case momentum exception comes into play then allow play to continue (NOT a TB).

Technically an IW but no one questioned the TB awarded.

Playing devil's advocate here.  Since this is the NFHS board, R will be the closest official at or near the goal line in a 5 man crew.  What makes your opinion of what happened better than his?

In this area, the NFHS free kick mechanic is R on GL between hashes with U and HL at GL pylons.
Recovery made outside the numbers.

Tangent: are officials putting down a bean bag on kickoffs? I only do this on punts due to potential PSK.

Kickoff?  No.

Punt? Yes, for PSK enforcement.  If we have a fair catch though it is not necessary as the runner is on the spot.

I'd toss one down in this scenario, if he caught it inside the 5 going backwards, for momentum spot, if necessary.  Otherwise no, I wouldn't.

As RefJeff mentioned, no PSK worries on free kicks, but in the OP it was to mark the spot of momentum. A bean bag on free kicks could also be used on kicks going OOB and by neutral zone officials to mark first touching by K if kick has not gone 10 yards.
