Let's see if I can get this scenario explained... this just occurred in the Gilmer/China Springs game.

2/8 at B 13, 15 seconds left in 2nd.  A16 throws to A88, who catches the ball in the air at the 5.  When he comes down, he is past the line to gain, and clock is at :12 seconds.  Officials do not signal first down (initially), and the clock does not stop.  However, the officials realize the spot is past the LTG, and chains are moving.  In an effort to stop the clock from expiring, Team A spikes the ball to stop the clock, with 0:06 seconds.  Officials signal 2nd down, and Team A coach is livid that they 1) lost a down and 2) lost time, that now cannot be corrected, since a play has been run.

1) What are the options available to fix this, and restore order to the universe?  Can it be fixed?  In this game, it was not, and since they essentially had one play left, elected to kick a field goal, which was blocked and returned for a B touchdown.  Had the time been correct, B would have likely had time to run at least two plays.

2) Same scenario, but clock is at 0:01 after the spike, because the clock didn't stop when it should have - end of half, or can you correct it?

Can't speak for NCAA/UIL.  NFHS 1-1-6 allows Referee, in the interest of good sportsmanship to correct any errors not specifically addressed by rules.  Not an action taken lightly, but an obvious and blatant uniquely ADMINISTRATIVE ERROR that directly caused an UNEARNED & significant disadvantage to one team, as described by this situation would allow appropriate correction and elimination of the problem and allow restoration to the correct and appropriate status produced by the original action.

Explanations of the correction would likely be necessary to both teams.

This is on the crew.   Make a decision on the line to gain and get set up.  I think there was some indecision before they decided it was a first down.  Replay would get involved if the play would have resulted in a stopped clock that would have restarted on the snap, or in this situation if time would have expired they then would have reset the clock.  But since time did not expire they didn't get involved.  Once they ran another play all bets are off.
 Anyone who is an expert at replay please correct me if I am wrong.

Two things.  First, you can correct timing errors at any time during the same quarter. 3-2-2-b.  So, they could have added a few seconds to the clock even after the play clocking the ball.  Second, no issue of the clock read :01 after the spike.  The rule does not say that you cannot have :01 on the clock.  It says you cannot spike the ball of the snap happens with :03 or less.  Since the play started with :06, then leaving only :01 would be fine.

:03 or more, spike is OK. Less than :03, the clock will run out on a spike.

If they had spiked it and had 0:01 left, I'm curious what the crew would have done in this situation.
