The action of the Defensive player on a try or FG

Just double checking on the correct rule.

 4th and 5 - A's ball on the 25 YL, A is trying a FG, at teh snap a B player puts one hand on the back of the offsive player to help him get over the line of scrimmage to try to block the kick. I flagged the play for a personal foul. We move the ball half the distance to the goal and no 1st down. We used the 9.4.3 as reference to the coach. Was we correct.

Well, PFs (except for the “roughing the...” categories) don’t carry an automatic first down under NFHS rules.  But the yardage was certainly enough for a first down.

A 1/10 from the B-12 1/2.

B can certainly put his hand on the back of a player attempting to block him if B is trying to block the kick. 2.3.5

B did not "position himself on the shoulders or body of a teammate or opponent to gain an advantage."  9.4.3.e

I don't have a foul.

I would have to agree.  If the "B hand on A" doesn't trigger a clear personal foul, B has every right to ward off and try to avoid the A blocker(s).  Unless there is clear PF level contact and B is using clear leverage to actually go over or above the A player I've got nothing here.  The rule intent here is to minimize the risk of the B player using leverage to elevate above an A player and then landing on top of him.

There are no fouls on this play in NFHS rules.  The Leaping rule does not exist like it does in NCAA and other levels.

9-4-3d Hurdle an opponent.  (2-22 Hurdling is an attempt by a player to jump (hurdle) with one or both feet or knees foremost over an opponent who is contacting the ground with no part of his body except one or both feet.)

This is a foul, because B "positioned himself on the shoulder of an opponent to gain an advantage". He used an opponent to gain height.

No he didn’t. To position yourself on the shoulder of an opponent is to get on top of him. Not place your hand on him.
