Last play of 2nd quarter... Carryover Rule

If A has 2nd and 10 from B's 5-yard line with 4 seconds left in the 2nd quarter and time expires during the play and A scores on the play but B has been flagged for Roughing the passer. Can this penalty be carried over to start the 3rd quarter or just the extra point?

But just as important here is Rule 3-3-4-b-4 and there is no reference to this in 8-2-2.  The reference is identified in the Football Fundamentals in the back of the rulebook but for some reason not in 8-2-2.

I get what you are saying here, and am not in opposition to it, but I believe there was no need to reference 3-3-4b in 8-2-2, because it's simply a stated fact. True, to get to the subsequent kickoff in the next half/quarter, an exception had to be created in 3-3-4. It seems to me that the proper and appropriate place to deal with it was 3-3-4b, which they did. The fundamental also had to be amended.

IMO, the same thing should have been done to the 10-4-2 exception. Instead, it's been suggested we change the definition of succeeding spot, but only in this one situation...
