“Player safety” my hiney. All of this reduction in number of plays and ‘time saving’ is nothing but TV pressure to get the total real time down to 3 hours or less. But, every time they enact a rule to reduce game time, TV just adds more ‘ break’ time.
I dare just one FBS commissioner to admit this truth.

At least what is written in the rule book will finally match up with what has been instructed in terms of first down clock operations.

I'm not sure what you say is completely true. Instruction - as unofficial and informal as it may have been - certainly had the R signaling to restart the game clock very quickly after it was stopped for a first down, inbounds. Yes, the time from clock stopped to re-start was often less than 2 seconds, but the clock WAS stopped. The new rule, if accepted (and I believe it will be) would not stop the clock on first downs inbounds, as in the NFL. That will make a significant reduction in total real time.

The proposed rule still has the clock stop on first downs in the last 2 minutes of each half. Do they want to do it this way just to be different from the NFL?

They probably like the extra time it gives you to run your 2 min drill.
