It's false because the answer suggests that if team A declines the penalty there is no option on the clock that it starts on the ready.  If then suggests that if A accepts the penalty, then they'd have the option to start the clock on the ready or on the snap.  The rule simply states, "complete a penalty", and a penalty is completed when it is accepted, declined, or cancelled according to rule.  So, in this play, Team A has the option on the clock regardless of if they accept or decline the penalty.

Ah I see.  The ruling is actually part of the test question.  That wasn't clear based on what he had posted.  I thought he meant that was the reasoning he had been provided for the question.

My state screwed up 3 questions (on a 30 question test) last year that they gave their officials.  I shouldn't have assumed that other states might also make such mistakes.  Sorry to have assume that.

Yeah.  We have some questions where the ruling is stated, and you answer true or false based on that.  Others you have to select the correct ruling.  Our test bank has over 400 questions for a 50 question test and we aren't perfect.  A question may make perfect sense for those who wrote it, but then someone else reads it and adds a different perspective to it so we have edited a couple.

Also, the only rule in effect here for that question is:

3-4-3-b:  b.   If the game clock is stopped to complete a penalty for a foul by the team ahead in the score (or either team if the score is tied) inside the last two minutes of a half and the clock would start by rule on the referee’s signal, it will start on the snap, at the option of the offended team.

Someone had listed all the rules related to 10-sec runoff above but that doesn't apply since we do not have a runoff scenario. Therefore 3-4-4 does not apply here.

What's tricky about this question?  It's in line with a rule change this year.

What's tricky is that I haven't worked a 6-man game in 20+ years. Therefore I don't study those rules nor know about special rules (and rule changes) that are different than the NCAA's. Because of that, I'll have to live with a 94...
