Encroachment or Illegal Substitution

Time is running out in the 4th quarter. Team A is lined up in a hurry to snap the ball to spike it.  A player on offense, who was in on the previous play, is running back towards the LOS to hurry back to get into formation.  However, prior to the snap, the player is still on the defensive side of the football when the ball is snapped.  What do we have?

In NCAA/IFAF I think you could flag this either as a false start or encroachment, but encroachment occurs the moment the snapper touches the ball and the late team A player is still on the team B side of the LOS whereas the false start (of the second kind) occurs at the snap.

In NFHS, this is illegal substution. Refer to case 7.1.6d,

Encroachment NCAA.  Dead ball foul.  Give him every opportunity to get back behind the ball.

Ralph, that case play deals with an incoming substitute.  In the OP, the player was in the game the previous play, so I don't think that will apply.
