Has NFHS actually issued a "memo" summarizing the 2024 "editorial changes" specifically those related to Rule 10?

Yes, all editorial changes are summarized on page 3 of the 2024 NFHS RULES Book. 
And, as always, the actual changes are highlighted in GREY within the Rules Book.
SEE everything that you CALL, but; Don't CALL everything you SEE!

When wil the new rulebook be released? I checked the NFHS All Access app, but I don't see the new version yet.

Get rid of any old application you have and download NFHS All Access app. It's on there, I have it.

2024 Rule Changes & Editorial

R 1 Sec 3 Art 1b One set of either eight or 12 evenly spaced faces. The length of the laces shall b confined to within 3 3/4 “ measured linearly from each end of the ball and not in the nosed indentation. The laces shall extend from the center of the ball to at least the line which shall be 3 ¾ “ measured linearly from each end of the ball and not in the nose indentation
R1 Sec 3 Art 1g any of the following formats added to the end of the sentence.
R 1 Sec 3 Art 1I5 The laces shall extend from the center of the ball to at least the line which shall be 3 ¾ measured linearly from each end of the ball and not in the nose indentation
R1 Sec5 Art 5 Figure 1-5-1a (NOCSAE  Standard)
R1 Sec5 Art5 c5 The Entire body of the number (the continuous horizontal bars and vertical strokes) shall be a single solid color that clearly contrasts with the body of the jersey
R1 Sec5 Art5d – 5a A single tooth and mouth protector 

R 2 Sec 33 Art 16  A second sentence was added "A player is no longer defenseless once the player's physical position and focus of concentration no longer makes the player especially vulnerable to injury"

R 7 Table 7-5 Added in the Enforcement Spot column - or Related Run

R 9 Sec 5 Art 1g Using any form of alcohol or tobacco, or be under the influence of (i.e., impaired by) a controlled or illicit substance(s) beginning with arrival at the competition site until departure following the completion of the contest
R 9 Sec 8 Art 1-j Using any form of alcohol or tobacco, or be under the influence of (i.e., impaired by) a controlled or illicit substance(s) beginning with arrival at the competition site until departure following the completion of the contest
PENALTY: Arts 1g, 1h, and 3 – Each nonplayer foul is charged to the HC (S27-47)

R 10 Sec 4 Art 2b A foul which occurs behind the line of scrimmage
R 10 Sec 4 Art 2b "See 10-5-5 for special enforcement on roughing the passer"
There is NO - 10-5-5.

R 10 Sec 4 Art 5d Following a change of possession, when the final …

R 10 Sec 4 Art 6 The basic spot is the end of the run or related run for:

R 10 Sec 4 Art 7 The basic spot is the 20-yard line for fouls following a change of possession which are committed

R 10 Sec 4 Art 8 The basic is the goal line for fouls following a change of possession which are committed during running plays by the opponent of the team in possession at the time of the foul when the team in possession is responsible for forcing the ball across its own goal line, and the related run ends in the end zone.
Art8 was rewritten
R 10 Sec 4 Art 9 (new) The basic spot is the spot where the related run ends for a foul which occurs during a running play as defined in 10-3-2 unless the provisions of 10-4-2 through 10-4-8 or 10-5 apply

R 10 Sec 5 Arts 4, 5 & 6 are gone. Either they were removed or missed during writing of the rule book.

Table 10-4 "This table is not intended to encompass all fouls and possible options, but to focus on certain fouls that occur during running plays"
Table edits:

Behind End of Run or Related Run – Spot of Foul replaced with Spot of foul for Foul Behind end of the Run or Related Run  10-4-4f

Foul Advance of End of Run or Related Run – Succeeding Spot replaced with End of the run or related run for foul beyond End of Run or Related Run  10-4-6c

Succeeding spots in Table 10-4  (10-4-6a) were replaced with (End of the run or related run)

I must recant on my previous post. The app seems to have cleared out my rule book. Now there's nothing on there! Don't waste your time with it. $6.99 down the🚽

Does anyone have access to the 2024 Rule Book via NFHS AllAccess?  I purchased it directly via AllAccess, and had access for several days at the end of June.  Then it disappeared?

I have contacted AllAccess directly, but get no response.

Sure you didn't buy the 2023 version?  They disappear annually at end of June.  With that said, All Access is probably the worst app ever created.  I could never get it to work so I quit trying.  Old app was much better imo.

Thanks for the feedback, I have confirmed the AllAccess Invoice is for the 2024 Rule Book.

Heard back from AllAccess, "There is currently an issue with the football rules books being assigned to individuals that have purchased them. The publications are also not displaying for individuals needing to buy it. We are investigating this issue to get it resolved as quickly as possible."

The e-version (AllAccess) of the 2024 Rule Book is available again...  ^no

Never mind, I can see the 2024 Rule Book via web access, but not available via iOS app's.  When I click on the new rule book through web access, nothing happens.

Got a note from NFHS AllAccess this week, all online access to the 2024 should be fixed!
