2024 Editorial Change, 9-8 Penalty

Something seems to be amiss with the Editorial Changes related to 9-8-3. 

There now seems to be two different penalties for 9-8-3?  Do we assume that 9-8-3 has two separate parts, i.e. "ART. 3 . . . (a.) A nonplayer shall not be outside his team box unless to become a player or to return as a replaced player. (b.) A maximum of three coaches may be in the restricted area. No player, nonplayer or coach shall be in the restricted area when the ball is live."?

Then apply the first Penalty for 9-8-3 to 9-8-3-a, and the second penalty for 9-8-3 to 9-8-3-b?

Just trying to understand.

Separately, the related signal change (S27-47) also seems out of context?

Always has been two different penalties for 9.8.3.  A bit over simplified but the penalties are for 1st offense (no contact with official), and then for 2nd or additional offenses.
