Three wide outs, two on the line. Play is designed to throw a pass behind the line of scrimmage and have the two receivers on the line, one eligible, and one in eligible, block. Pass is thrown, hits off of the receiver behind the line and ricochets downfield where it is caught by the eligible receiver, who was blocking. is this illegal down on the other receiver who is blocking?

Yes, when a pass is tipped in the backfield by team A (technically muffed) as described here eligibility restrictions on team A are still in place.  If the pass was tipped by a team B player then all 22 players on the field become "eligible" to touch or catch the pass.
