Quiz 6

1.   3/10 @ A-5. A12’s backward pass in flight is batted by B55 at the A-2, and the ball goes out of bounds behind Team A’s goal line.
RULING:
A, free kick, A-20, free kick timing (25). The batting of the backward pass in flight does not change the impetus on the ball, which is from the backward pass by A12. The result of the down is a safety, 2 points for Team B, with a Team A free kick to follow from the A-20.

2.   Try @ B-3. B21 intercepts A12’s legal forward pass in the end zone and runs it back to midfield where B21 is downed. During the return of the interception, B50 clips in Team B’s end zone.
RULING:
A, free kick, A-35, free kick timing (25). By the 3&1 principle, the penalty for the clipping foul by B50 is enforced at the spot of the foul, which results in a safety, 1 point for Team A, and the try is over. The next down is the kickoff by Team A.
Correction: A, kickoff, A-35, free kick timing (25). Penalties for these types of fouls are declined by rule. The try is over.

3.   4/10 @ A-30. A98 punts and the ball lands at the B-30 and bounces toward receiver B21. At the B- 25, the ball bounces by B21 and touches the towel hanging down from his waistline. A80 recovers the ball at the B-25.
RULING:
A, 1/10, B-25, snap (25). Towels, mouthpieces, and other uniform attachments are considered part of the player’s person. As such, when touched by a loose ball, that player is considered to have touched the ball. In this case, the ball, previously untouched, was touched by Team B, thus, A80’s recovery is legal, and Team A is awarded a new series at the spot of the recovery.

4.   1/10 @ A-25. QB A12 is in shotgun formation and slot receiver A80, who is lined up to the wide side of the field, starts back in motion toward A12 before the snap. At the snap A80 heads toward A12 to run the jet sweep. A12 flips the ball up into the air and A80 catches the ball as he crosses in front of A12 and A80 turns up-field and is out of bounds at the A-40.
RULING:
A, 1/10, A-40, clock running (40 and running).
The ‘flip’ of the ball by A80 is a legal forward pass, and A80’s touch/catch of the ball is legal. A80’s advance of the ball is legal, and results in a first down for Team A at the A-40. Unless inside 2 minutes in the 2nd or 4th periods, the game clock continues to run, and the 40-second play clock begins within 1 second after the ball becomes dead.


5.   1/10 @ A-25. QB A12 is in shotgun formation and slot receiver A80, who is lined up to the wide side of the field, starts back in motion toward A12 before the snap. At the snap A80 heads toward A12 to run the jet sweep. A12 flips the ball up into the air and A80 muffs the ball and the ball drops to the ground. A12 recovers at the A-20.
RULING:
A, 2/10, A-25, snap (40 and running). On the undocumented assumption that A12’s ‘flip’ of the ball is forward toward A80 passing in front of A12, this is simply an incomplete forward pass, and the ball is dead when it hits the ground. Team A will next snap the ball at the previous spot, with the down advancing to 2nd down. The game clock is stopped when the ball becomes dead, and will start on the next snap. The 40-second play clock begins within 1 second after the ball becomes dead. 

6.   1/10 @ A-25. Early in the 4th quarter, back A21 takes a handoff and runs for a 15-yard gain and is down inbounds. During the play, A88 is guilty of holding at the A-30, and B54 is injured on the play and down on the field requiring assistance from the medical staff. Play clock?
RULING:
A, 1/15, A-20, ready (40-ready). The 10-yard penalty for A88’s holding foul is enforced from the spot of the foul, taking the ball to the A-20, and the down will be repeated. The game clock is stopped to complete the penalty, and for the injury to B54. The injury to B54 governs the play clock, which will be set to 40-seconds, and will both clocks will start on the referee’s signal.

7.   1/10 @ A-25. Late in the 4th quarter, back A21 takes a handoff and runs for a 15-yard gain and is down inbounds. During the play, A88 is guilty of holding at the A-30, and B54’s helmet comes off during the play (not a direct result of a foul). The game clock is stopped at 1:59 after the play. Play clock?
RULING:
A, 1/15, A-20, ready snap (40 25-ready). The 10-yard penalty for A88’s holding foul takes the ball to the A-20, and the down will be repeated. The game clock was stopped for the apparent first down and to complete the penalty. Thus, there is no opportunity for a 10-second subtraction from the game clock for B54’s helmet coming off. B54 may not participate in the next down, unless Team B is granted a charged team time out. Because the clock was stopped for the 2-minute time-out, the clocks are governed by the 2-minute time-out rule, with the play clock set to 25-seconds, and will start on the referee’s signal, and the game clock will start on the snap..

8.   Free Kick @ A-35. The kickoff is high and deep, and deep receiver B21 gives the “T signal” as the kick is in flight. B21 catches the kick right at the goal line and returns the kick back to the B-35.
Ruling:
B, 1/10, B35, snap (25).
By official NCAA interpretation, a “T” sign with no waving element to it is not considered any type of signal (neither valid nor invalid fair catch signal). As such, the ball remains alive when caught/recovered by a Team B player, and may be advanced. Team B is awarded a new series, and will next snap at the dead-ball spot.

Yep. Corrected. Thanks for catching me. I learn best by experience, and I’ve never had a try with a foul by B after a COP. And, not working actual NCAA games any more, I’ve not had to deal with the 2-minute time-out. But, for what it is worth, I did have fumble by A on a try, recovered by a player other than the fumbler, who picked up the ball and ran across the goal line, with my H signaling TD. Got that fixed. No score. Try over. First time for that. Put that on our local training video.

I will always remember this one because it was the very first flag from my very first game as a white hat under NCAA rules. Not FST. Not OH. No my very first announcement was how Team A got to haul B's lead blocker down by the facemask and get away scot-free.

At #6... where can I read that injured Team B player 40 seconds Rule governs penalty administration which is 25 seconds play clock..?
What happen with the play clock, if we have a Team A player injured at the time ?

3-2-4-c-14: The play clock is set to 40 seconds if the helmet comes completely off
a player of the defensive team except after a charged team timeout or
when the game is stopped for the Two-Minute Timeout.

Question 6 is AR 3-2-4-V.

When you have a defensive injury or helmet off, the only way it’s not at 40 is if there is a team timeout or the two minute timeout. So if you have one of each team, it’s 40.

which Rule gobern..? 3-2-4-c-5 (Team B player injures) & 3-2-4-c-14 ( lost of helmet of a Team B player.. or 3-2-4-c-1 (penalty administration)..?

A.R.'s 3-2-4-V and 3-3-6-VII taken together pretty clearly spell out that if there is an injury (or a helmet off) on team B causing the clock to stop, the play clock is always set to 40, no matter what else happens at that time - except for a team timeout.
