I know UNS are non-contact fouls between players. However, if the contact is between an official and a coach in the restricted area, is it a PF or a UNS?

It’s classified as Illegal Personal Contact. Since the head coach is responsible for his team box, this foul is charged to him, and a second incident results in his disqualification.
However, an IPC does NOT combine with a USC for DQ.
