D3 rules question

Are there any rules for D3 that are different than the rules for D1?  A guy at work just said he saw the following situation at a D3 game Saturday. I feel like there has to be something he didn't hear or see, but he is adamant that there was no announcement or flag on the field.

Team A punts.  Team B fields the punt at the B-30 yard line.  B receiver runs a few yards and fumbles.  Team A recovers the fumble at the B-35.  The R signals first down for Team A and they put the ball on the 50 yard line.

Which game? Most games have play-by-plays online these days, so the answer may already be on the internet.

There must have been some flag.  There's no rule that would move it 15 yards for whatever reason.

There must have been some flag.  There's no rule that would move it 15 yards for whatever reason.

That was my first thought, but he said he didn't see any flags or hear any announcement.

No - other than lack of (or limited) replay by conference and we don't get the option for coach-to-player communications systems until 2026.

I've tried to find the game online and haven't had any luck.  Neither school has their games archived anywhere.  I found a play-by-play online and it says the play was over at the B49.  I'm guessing the guy I work with was just mistaken.  Thanks for the responses.
