This rule was put in place several years ago after a "happening" in a Louisiana state championship game.....
SCENE : A team scores with 0;05 left in the game and goes up by two....
i : The kickoff return turns into a 'rugby scrum' ;
II: After several backward passes, a return player is about to be tackled at K's 20;
III: He then decides to throw a FORWARD pass into K's endzone

;
IV: His teammate catches it

;
V:

Officials confer as time has expired;
VI: Penalty has to be accepted to cancel TD, with an untimed down

;
VII: Ball placed @ K's 25, Hans -a foreign exchange student- enters the game

;
VIII: Hans kicks a 42 yard feld goal

.
IX: Hans and Prom Queen prance off into the bayou & NFHS adds Rule 3-3-4b4

EDITOR''S NOTE....
I voted no, as I felt if it occurred on a 4th down play, the ball shoud be turned over to B with an untimed down.
I may have posted this before, but they say repeating ones self can be a mark of senility.
