Down and distance after dead ball foul prior to overtime.

I was reading this years Roger Redding NFHS Study Guide and saw this example.  A scores a TD as time expires in the 4th quarter.  After the successful try that ties the game, B commits an UNC foul which has a succeeding spot enforcement.  A wins the toss and chooses defense to start overtime.  B will start on offense and the foul is administered at that time leaving the ball at the 25 yard line.  First and goal from the 25.  In Ohio, we begin on the 20 so the foul would be spotted at the 35 yard line but it would be 1st and 10, not 1st and 25.  How does your state do it.  1st & 10 or 1st & 25 (or goal)?  In Ohio, we only have 1st & 25 if the foul occurs after the ready for play.

Rule 1-7-9, commonly refered to as "the state's right rule", allows each state to establish their own procedure. Being lazy, I chose to use the NFHS suggestion in Maine.

North Carolina also follows the NFHS suggestion. In the Resolving Tied Games section of the rule book, on page 88 last year, under rule 5-3-1 it states "The line to gain is always the goal line regardless of whether a penalty enforcement moves the ball more than 10 yards from the goal line to start a new series"

In the Crazy Things That Could Happen files, this also means the following:

A starts it's overtime by committing holding foul on 1st down from the 10, giving up an 8 yard sack on the repeated 1st down from the 20, running back being tacked for a 5 yard loss on 2nd down from the 28. On 3rd down from the 33, the QB throws an incomplete pass, but B roughs the passer on the play. The 15 yards is enforced from the previous spot and a first down is awarded at the 18. However, it is STILL goal to go, NOT 1st and 10.

Alabama uses the NFHS method.
