Free Kick formation
« on: September 19, 2026, 09:17:37 AM »
I make this post to make sure that all officials working under NCAA rules understand that this is a LIVE-BALL foul for an Illegal Formation by Team A. The ruling for this action under NCAA rules may be different than under other rule sets (which may appear in other forums on this web site). This is a live-ball foul under NCAA rules. Be sure you know the rule for rule set under which the game you are working is being played.
---------------
6-1-2-b
b. After the ball has been made ready for play, all players on the kicking team except the kicker must be no more than five yards behind their restraining line. A player satisfies this rule when one foot is on or beyond the line five yards behind the restraining line. If one player is more than five yards behind the restraining line and any other player kicks the ball, it is a foul for an illegal formation. (A.R. 6-1-2-I thru IX)
PENALTY —Live-ball foul. Five yards from the previous spot, or five yards from the spot where the subsequent dead ball belongs to Team B, or from the spot where the ball is placed after a touchback [S18 or S19]

Just had it Friday night along with a KOB on the same play. U got the ILF and S the KOB.  Without a stadium mike to announce, it looks a bit funny to signal and confuses the PA guy with S19-S20-S19-S8.

Two comments:
1) With as long as this formation rule has been in existence, where are these coaches coming from that think this is either allowed, or that they can get away with this? Geez.

2) That's why I love a field mic. In addition to making simple and complex foul/penalty announcements, we can explain things like why players have to depart after losing their helmets, and why those that lose their helmets due to a foul DON'T have to depart. And correcting / subtracting time from the clock is SOOOO much easier. And a lot of other things. But, it does take work and practice to use a field mic effectively.

  • Without officials... it is only recess.

Two live ball penalties, enforce one.  Short kick is out of bounds around the 41.  Either penalty results in +5 to the out of bounds spot or -5 and rekick.  Right?

Yes. Easy enforcement. Jim was just making the point that, since the signal for both fouls is the same S19 (rolling arms), visually, it looked a bit odd and awkward to roll his arms once, signal declined, roll his arms a second time, and enforce a penalty. All correct, but looked odd. With a field mic, he could have announced: “There were two fouls by the kicking team during the down. Illegal formation; that penalty is declined. Illegal kick out of bounds; the receiving team has elected to have the 5-yard penalty for this foul enforced at the spot where the ball went out of bounds. First down, City High.”
Then everybody ‘gets it.’
