(For calculation purposes, assume all indicated yard lines are exact locations.)

1. 4/5, B-40, 4:00 (4), A=14, B=21.
A12 advances to the B-35, where he throws the ball, which is, then, muffed by any player at the B-27, and falls to the ground.

A) While the passed ball is in flight, B99 grasps A12’s facemask, twisting A12’s head. Ruling:

B) After the passed ball lands on the ground, B99 grasps A12’s facemask, twisting A12’s head. Ruling:

2. (Same setup) 4/5, B-40, 4:00 (4), A=14, B=21.
A12 advances to the B-30 where he throws the ball, which is, then, muffed by any player at the B-27, and falls to the ground.

I'll bite. Intentionally leaving my reasoning out and just giving the results.

1A) A 4/5 B-40, snap, 25.
1B) B 1/10 B-25, snap, 25.
2A) A 4/5 B-40, snap, 25.
2B) A 1/10 B-20, snap, 25.

I'll bite. Intentionally leaving my reasoning out and just giving the results.

1A) A 4/5 B-40, snap, 25.
Offsetting live-ball fouls. Because of the incomplete forward pass, the game clock will start on the snap, with a 25-second play clock that starts on the referee’s signal.
1B) B 1/10 B-25, snap, 25.
Live-ball illegal forward pass by Team A. Penalize 5-yards from the spot of the pass (B-35), taking the ball to the B-40. The penalty includes loss of down. Having been 4th down, the loss of down gives the ball to Team B, for a new series. The 15-yard penalty for the Team B dead-ball facemask foul then takes the ball to the B-25, where the next line-to-gain is established. For a new series to Team B, the game clock starts on the snap, with a 25-second play clock that starts on the referee’s signal.
2A) A 4/5 B-40, snap, 25.
Offsetting live-ball fouls. Because of the incomplete forward pass, the game clock will start on the snap, with a 25-second play clock that starts on the referee’s signal.
2B) A 1/10 B-20, snap, 25.
Live-ball illegal forward pass foul by Team A. Penalize 5-yards from the spot of the pass (B-30), taking the ball to the B-35, which is the line-to-gain, resulting in a new series for Team A. The 15-yard penalty for the Team B dead-ball facemask foul then takes the ball to the B-20, where the next line-to-gain is established. Because of the incomplete forward pass, the game clock will start on the snap, with a 25-second play clock that starts on the referee’s signal.

Kalle, you didn’t just bite - you took the whole cake! 😂 Good work, as always. I added rationale, including clock status, for the ‘masses.’
These scenarios, but written in their ‘language’, appeared on the NFHS forum, and I thought the principles in these scenarios were worthy of consideration for NCAA rules. It appears that their rules for these scenarios match ours. That’s good.
