FED IDF Question

PLAY: (Down & distance don’t matter). QB A12 drops back, scrambles, and eventually throws a pass 20 yards downfield.  When the pass is released, A74 is 4 yards past the LOS.  The pass is tipped beyond the ENZ by B22, and caught by A74, who is tackled immediately.

Is A74 guilty of IDF?  Is A74 guilty of Illegal Touching?

IDP only.
All become eligible when B touches the pass, so the catch is legal.
A74 was down field illegally prior to becoming eligible.
