Clock status after TV Time Out

Why does the clock go on the snap after a TV time out?

If a runner is tackled inbounds and there is an injury and they decide to take a TV time out during the injury, shouldn't this be on the ready?  According to the book, this is on the snap.

Why?

I’ve always been a proponent of having the preceding game action determine the clock status, but the rules committee disagrees.

Of course, I’m also a proponent of the pre-1996 timing rules.  In those days, the clock started on the RFP after a COP unless there was a fair catch, or the play ended OOB.
