So based on the following (CFO bulletin #4, play #8) where the holder with a knee down actually passes the ball forward to the "kicker", are we now saying that the only criteria that applies to qualify for the exception is that kicker was in kicking position at the snap?
8. Fourth and 10 at the B-40. Team A lines up in field goal formation, with potential holder A11 at the B-47 and potential kicker A44 in position to attempt the kick. A44 is still in this position when the ball is snapped to A11 who has a knee on the ground. A44 then runs to his right behind A11 who passes the ball which A44 catches at the B-43. He is tackled at the B-25.
RULING: Legal play. By interpretation A44 has satisfied the provisions of the exception to Rule 4-1-3-b as being in position to kick the ball. First and 10 for Team A at the B-25. (4-1-3-b-Exception)
