Has anyone ever penalized a team because its band was making too much noise? Or have you ever seen this done?

I thought you can't do that any more, with the crowd noise provision removed from the rules?

We've been told by our commissioner that the bands are not the crowd, they are part of the schools. If we have a problem we instruct the band not to be playing when either team is calling signals. We did actually hold play and wait for the band to stop playing on a late 4th down play a couple of weeks ago - funny how they only seem to be playing when the opposing team is attempting to call signals.

Bands are subject to the rules and there is a rule that says people subjecr to rules can't make noise that prevents a team from hearing snap count

Yup, rule 9-2-1-b-6 does include the bands.

I brought the topic up a couple of years ago with the Allen band (700+ strong) definitely impacting (or trying to) the opponent's snap, but couldn't getting any backing or direction to penalize. The band director actually went on record that he was proud that he (and the band) had impacted games.

I did see the SMU band penalized (pre-death penalty days) around 1986 or so in the old SWC. Have heard or seen no other since.

The crew who did the DII WTA&M/ACU game on Saturday warned the band a few times, giving ACU a fresh 25 second play clock in the process.

Our conference will have the R announce one warning that goes for both bands, then the next infraction is 15 yards. But it's the R's call all the way. He's in a good position to know if the band is impacting the signal calling.

Something I have seen is where the offensive team's band will play a little (almost like a taunt) and then the defensive team's band will play a little louder and longer response and then get a penalty because the offense has gotten to the LOS and is calling signals by then.

Bearing this in mind, why is it in UIL competition, the bands are allowed to play non-stop, even when the ball is live?

Because the interior linemen can still hear the snap count

It is also in the UIL CCR but as officials we do not handle. That is for game administration.

All we have is the limited "crowd noise" in NCAA rules

We no longer have jurisdiction in regards to "crowd noise". We do have 9-2-1-b-6 and that covers the bands creating noise. A team who we cover during the regular season got flagged this past week in their playoff game. They knew ahead of time regarding the rule because I worked one of their games where I had to shut them down 3 times for busting my ear drums. When they questioned the chapter leadership about the rule they were even given a copy of the rule. I'm ok with music, but the 2 note horn blasts that rattle the ear drums should not be allowed. It makes me wonder why they wouldn't play the same "music" when their team was on offense.

One of the great band stories in a game where the halftime bands were waaaaay more popular than the football game was this.
On the opening series of the game, the visiting coach comes to me to complain that the band was playing while his team was over the ball. I looked at both sides, which were filled with band members, and said "Coach that is YOUR band that is playing". He said "Oh" and gave up as he realized that the band was what everyone was there to see. The bands played pretty much throughout the entire game and halftime was 35 minutes to accomodate all of the bands.
The final note to the story was that the band flew to the game while the football team took a 13 hour bus ride. Sometimes the football just ain't that important...

I was part of the officiating crew for that playoff game. That is probably THE loudest band I have ever heard. We had already warned the coach. And yes, they got flagged.

Nobody to blame but themselves. It is no excageration when I said "rattled the ear drums". You are a witness to that.

I once had a visiting team bring their our sound system (2 huge speakers on a flatbed) and BLARED it when the other teams offense was over the ball. Upon warning the coach, he told me he had no control over their actions.

1 flag later he gained control of their actions.

In our playoff game last Thursday, the opposing band was sitting in the endzone stands, even though there was plenty of room for them in the sideline stands. While their opponents were on their own 1 yardline, they started blowing their horns (no music, use loud noise from their instruments). R turned and told the band director to knock it off....no further problems.
