Respectfully, AB, and without the benefit of having seen the NFHS pre-season presentation, I have only Case Book 9.4.3 Sit M (b) to go on.

If one would-be tackler has grabbed the shoulder pads or collar of the runner, but the runner is brought down as the result of a more conventional tackle by another player, there is no foul.As it was explained, it is up to the official to determine which force brought down the runner, the grabbing of the collar, or the more conventional tackle. Just because there was an additional tackler does NOT absolve the horse collar tackler. It's a judgement call as to WHICH force brought down the runner.
