overturned call on replay

I noticed the white hat after giving the headset back to the replay guy he took a notepad out and made notes.

Is he supposed to make notes of overturned calls?

What is he making notes on?

Probably noting on his game card things like:

 - The "corrected" spot / where to put the down marker
 - Down & distance / where to put the chains
 - Position of the ball / left hash to right hash

Yep.  Every referee has a "scribe" for replay stoppages to make sure they get all the information correct.
