Safety or touchback?

Scroll down to the SC State @ Georgia Southern FCS playoff game.  Forward to the 31 minute mark.  

Looks pretty clear to me that he doesn't gain control until the ball is in the endzone.  I'm pretty NCAA rule knowledgeable, but have only studied the rules to a certain extent and wouldn't claim to be an expert.

In NFHS code, this would obviously be a touchback as soon as the ball broke the plan.

Touchback.   they had another one later in the game (2:36 mark on the same video) where runner brought ball out, appeared to go down, lost the ball (fumble ruled) and recovered by Team B in thir own end zone for another safety,

Looks to be pretty clearly a touchback to me - the ball is not recovered until it is at least a yard behind the goal line.

Additionally, since the status of the ball is still a free kick, the MX would apply if the ball were recovered outside the endzone.  Safety is really not a valid result for this play.

I haven't watched the replay of that particular play yet. 

I was at the game (former GSU student).  I don't want to bash officials.  I'm normally the guy that everyone hates at the stadium  because I always defend the officials.  But let me just say this: I did not think the officials did a quality job.
