neutral zone

scrimmage kick on 20yds 's A. A10 kick's blocking and ball rolling until 23yds, where B75 want to tok it and muff. the ball rolls behind the neutral zone.  does ball considered cross the neutral zone or not? (R6.3.1.b occurs?)

Does not sound like a 6-3-1-b situation.  Where was the ball when it was blocked?

Not a 6-3-1-b situation.  Ball did cross the NZ.  If A recovers ball is dead but they have a 1st and 10.  If B recovers ball, stays live.

Kick from A20, blocked behind NZ, rolls to A23, where it is muffed by B75?

Since the kick is rolling, it's considered to have crossed the NZ the moment it rolls past the A20 (ie, it touches the ground beyond the NZ).
