Or end of the run if the spot of the foul is beyond the end of the run.

Yes, it can be if Team A is in possession but they'd be clinically insane to accept this penalty. From the memo last year.

2010 Rule Change: Wedge Formation on Free Kicks

Rule 6-1-9 (FR-88)

Illegal Wedge Formation
ARTICLE 9.
a. A wedge is defined as two or more players aligned shoulder to shoulder within two yards of each other.

b. Free-kick down only: After the ball has been kicked, it is illegal for three or more members of the receiving team intentionally to form a wedge for the purpose of blocking for the ball carrier. This is a live-ball foul, whether or not there is contact between opponents.

c. Formation of the wedge is not illegal when the kick is from an obvious onside kick formation.

PENALTY-Noncontact foul treated as occurring during the kick. 15 yards, spot of the foul; or 15 yards, spot where the subsequent dead ball belongs to Team B if this is behind the spot of the foul. If the subsequent dead ball belongs to Team A: 15 yards, previous spot with the down repeated. [S27]

If Team A has the ball, they will nearly always decline the penalty and keep the ball. Certainly, scenarios can be conjured where A might want to have the down repeated. But I won't conjure.

So if A have the possession, this team can decline foul, and keep the ball?

If A want preserve the foul, is there option? (ball belongs to B with 15yds or A re-kick with 15yds at the prévious spot)

Different question about the illegal wedge. Are there any philosophies among conferences about not calling illegal wegde? Of course I'm not asking about the touchback scenario.

Why would a conference say "we are not calling it?" If it is there, you have a flag down. You don't go looking for it, and you need to be 100% sure you have one, but if so, it is a foul. I would hope that conferences are not going to say, "we are not going to apply that rule." They need to discuss philosophy to make sure they know what it is, and when they have a foul, but they had better not just decide "we will not call that foul." I hope we never get to that.

If Team A has legal possession at the end of down, they can decline the penalty for the illegal wedge foul and take the result of the play.

If Team A wants to accept the penalty, it is enforced only at the previous spot and Team A must rekick.
