Delay Blocking Below The Waist

I was watching the 2011 Aloha Clinic Videos which I really enjoy. On the video on the BBW section I saw were he (Grant) wanted a flag on a OT for a  Delay Block Below the Waist.  I thought the OT is within the 7 yards of the center of the line could BBW

The Aloha Clinic videos are put together by Matt Sumstine.  Keep in mind also that he usually references Federation rules in these videos.
