Rule change ?  If he judged the block caused the defender to hit the kicker no foul.

New rule maybe but I don't see how he could think that the blocker "caused" the defender's contact with the kicker.  If any contact from a blocker eliminates the possibility of a roughing call then we are going to have problems.  I would interpret the new rule to mean that only when the force of a block moves a player or changes his direction in way that creates contact with the kicker that would not otherwise have occurred should you let the contact go without a foul.
