DB PF by B on 4th down LTG not made

If B commits a dead ball personal foul on 4th down after A has not made the line to gain, is it B's ball -15 or A's +15?

Agree. A's series ends at the moment the ball becomes dead, so a dead-ball foul occurs after B gets a new series.
